Hi Dave,

Which version of Chameleon are you using?

I suggest downloading Chameleon 1.99 Beta (May 31, 2004) from MapTools 
(http://www.maptools.org/chameleon/index.phtml?page=downloads.html).  
The 'Enhanced' sample application gives a nice example of how MapTips
works.
