[Chameleon] strage flash when moving out of map in IE

Bart,

I'm not sure of the exact problem.  With 'flat' images (eg, images which 
are not href'ed, etc.) I don't see this issue surface.  I will conduct a 
few tests to try and determine which scenarios cause this behaviour.
