[Chameleon] IE: scrollbar or dropdownlist and zoom

we've seen this kind of problem before. See
http://www.maptools.org/bugzilla/show_bug.cgi?id=159
The problem occurs because of a difference between how IE and Mozilla
implement the event model. The solution, IIRC, was to check the target
of the event and make sure that it was the map image instead of an HTML
element ... this would need to be in the code that checks to see if the
mouse is over the map ... I'll try to make some tests and let you know.
Can you please file a new bug about this.
