[Chameleon] ERROR: Invalid specified scale.

Gail,

Although I have never personally seen this error it sounds as though you 
have a scale specified for a LAYER that is outside your MAP level 
MINSCALE/MAXSCALE.

It's possible that the LAYER causing this error already exists in your 
MapFile and is not necessarily the last one added.

If your MapFile isn't too long you could post it and I'll take a look.
