[Chameleon] CWC2 and IIS setup problems

I am having problems with the CWC2 setup on a Windows IIS5 server. Chameleon itself seems to be working fine, but the following CWC2 URL which should be using the default template and context documents is spewing out errors. Timothy Spiel had similar problems in his post on Aug 9, 2005 subject Blank Screen. He indicated that he had installed from scratch and had trouble with PROJ. But I installed the ms4w directories. I tried putting the proj.dll where all the other dlls are (same place as mapserv.exe. Do I need to put c:\ms4w\proj\bin in the Path and do I need to reboot the server? Anything else I should try? Does CWC2 write to any directories that I need to set permissions on?
