[Chameleon] TRANSFORM FALSE

Andy,

I've never used TRANSFORM FALSE so I'm not sure if this is normal 
behaviour or not.  If you use the projection selector, it changes the 
projection object at the map file level so you can actually try this 
yourself using a simple mapscript to see if it works outside of 
Chameleon.  If it does work outside of Chameleon then it is likely at 
fault, otherwise it is a side effect of something in mapserver
