[Chameleon] installation - beginner question

Hi,
I'm trying to install Chameleon (chameleon-2.2.zip) on Windows 2000.
According to the help viewer (
http://chameleon.maptools.org/help/viewer.phtml), a series of 
directories/folders should be created when I unzip the contents of the 
file.  However, it just dumps all the files into one folder. 
Any suggestions? 
I'm running win 2000, MS 4.4, PHP 4.3.7 (and MapLab 2.2)
