[Chameleon] cursortype and ROI layer (bug?)

Hi Bart,

I have noticed some strangeness with the ROI widgets as well, although I
didn't notice if the cursors worked or not.  The ROI widgets don't seem
to play nice with the other navigation widgets.  When I added the ROI
widgets to my template they had problems remembering which draw state
they were in.  For instance the box and circle ROI would stick to the
mouse and would not allow you to draw a box or circle. It would work the
first time, but not after that.  The only way to get it out of that mode
was to select another nav tool.  ??
