You need to use cvs.maptools.org and not www.maptools.org in the CVSROOT.

www.maptools.org used to work by coincidence because it pointed to the 
same address as the CVS server, but CVS and the main website are now on 
separate boxes and you really need to use cvs.maptools.org.
