[Chameleon] ungrouped layers and legendtemplate

Actually, I was doing that (or something very similar). The "problem"
was that my hidden annotation layer was AFTER (on top of) the data
layer, so I assume Chameleon always encountered the hidden layer first
when gathering the layers and their status from the legend, and since
the hidden layer could never be turned off, Chameleon always thought
"Highways" was on, even if I turned off the visible "Highways" layer
in the legend. Yay run on sentences.
