[Chameleon] Double Event Fire

I'm getting MouseDown and KeyPress events firing twice in my custom
widget.  I see where Paul has had this issue too and has tests to
work-around it.  My question - is this a per browser thing or is it
seen with every browser?  I was thinking of taking a more proactive
approach as opposed to Paul's reactive approach ... but this would be
difficult if it's not a cross-browser issue.
