[Chameleon] Selecting a navigation tool programmatically...

Another question...

When a new map session is initiated I would like to select the Zoom In
navigation tool since this will be the tool the user will most likely
want to use first so I could save the user a bit of time by having the
Zoom In tool pre-selected.  Is it possible to do this programmatically
with some javascript or php?  I didn't see anything obvious in the
documentation...
