[Chameleon] Top Layer

ordering is based on order of appearance in the map file ... reading top 
to bottom, each layer is rendered on top of the previous one, which is a 
bit counter-intuitive.

To make a layer appear above all others, move its layer definition to 
the BOTTOM of the map file :)
