[Chameleon] widget for adding gml layer

Hi Matt,

Check out the ExpressionBuilder widget for examples on Mapfile interaction
in a session.  Specifically look at ExpressionBuilder.php.  This widget is a
popup window type widget, I'm not sure if that is what you had in mind, but
it sounds like it might suit.
