[Chameleon] CWC2 and IIS setup problems

Debbie,

try moving proj to c:\ and see if that fixes the problem?  The default 
apache setup in ms4w includes a directive to set an environment variable 
(within apache) that specifies the path to proj.  You may be able to 
accomplish the same thing by setting an environment variable for PROJ_LIB.
