[Chameleon] point layer creation???

Jeff,
there is no specific piece for doing what you want. However, there
are some widgets that provide quite a bit of similar functionality.
For instance, the MapNotes widget provides a simple point/click to
place notes on the map, and uses a shapefile to manage the points.
I would suggest that you start there.
