[Chameleon] White space characters in popups

Hi,

I just moved to the CVS-version of Chameleon. Now all static text within 
the popup windows is displayed like this:

Please%252Benter%252Bthe%252Bcoordinates%252Bof%252Bthe%252Bbounding%252Bbox%252B%252528i.e.%252Bextents%252529%252Bof%252Bthe%252Barea%252Byou%252Bwish%252Bto%252Bview.

I.e. white space and other special characters are displayed using the 
character code (Internet Explorer and Firefox).
Any idea why this happens?
