[Chameleon] Creating a "toolset" tool.

Yep, I've tried both manually setting NAV_CMD.value and explicitly
calling NavSetActiveTool with the proper arguments. Either way, in my
widget's ParseURL func, the statement $this->isVarSet("NAV_CMD")
always comes up false. ???
