[Chameleon] tabs

I'm developing a historical photo viewing application and have a
question.  I based it off the sample enhanced jsapi template and made
some custom tab icons.  My problem is these tab icons don't change
colors or borders when hovering over or selecting.  They all use the
Tabs shared resource.  Is there something special I need to do to make
this happen?  The ones that came in the sample work fine, but none of
the ones I made do.  Can anyone clue me in to what I'm doing wrong?
