Yes, session.save path is pointing to
"E:/apps/gis/ms4w/apps/chameleon/ms_tmp" that is the same folder as 

Alias /ms_tmp/ E:/apps/gis/ms4w/apps/chameleon/ms_tmp/ in httpd.conf
