[Chameleon] compress Chameleon javascript

[Delfos, Jacob]

Perhaps the page you launch Chameleon from (e.g. index.phtml) does not
sit in your htdocs directory, such that the relative web link to
getcjs.php (relative to main page) does not get found. I suppose that
link should be absolute, just in case.
