Hi,
I'm not sure the FID problem is a bug. If you did not specify the <FID> 
tag in your OVF file, I think OGR will assign it automatically.

For your initial problem, did you set the DEBUG flag to OFF in your 
mapfile (and layers)? If you still have the problem, I think you may 
have more help from the MapServer or GDAL mailing list.
