A have a similar situtation and it is working for me. So if I set:

[if name=NO_SHOW  oper=isnull]
...
...
[/if] 

then the legend WILL BE shown (because the operand is null, ie doesn't exist
as metadata tag). It should work this way. Eventually try with upper case
but I don't think it is a problem.
