The file is LegendInfo.phtml that load
htdocs/common/phpwms/layerinfo_body.phtml.  But you don't need to edit this file in order to have an hyperlink for a  specific layer.  You have to edit chameleon.map and add  "wms_metadataurl_href" in the the metadata section that points to "http://link to somepage".
