Hi,

 From what I see in your screenshot, it seems that your EXTENT and UNITS 
are not right.

Try the following:

EXTENT 29.371372 -11.758604 40.450119 -0.999971
UNITS DD

If it doesn't work, send me your mapfile and I'll try to see what I can do.
