[Chameleon] problems joining shp file to database with OGR

I have a shape file of parcels with only a pimary key field in it (parcel
ID).  I have a database with the parcel ID data as a foreign key, along
with all other relevant data in Sybase 9, which is our RPS database.  I am
trying to use an ODBC connection in OGR to connect the database, but I get
an error in the Apache Log:
Unable to load dynamic library '/ms4w/Apache/php/extensions/php_msql.dll' -
The specified module could not be found.

I am using thre same code and procedure to connect to a MS Access databas
successfully.  What could be wrong?

MapServer version 4.6.1
