[Chameleon] LocateByAttribute and FILTER parameter in Map file

Hi,

The FILTER item of a layer is ignore by the queryByAttributes function. See:
http://mapserver.org/mapscript/php/index.html#layerobj-class

You should include your FILTER in the query or put it in your classes 
EXPRESSION.
