[FGS] fgs install command

Tyler,

More documentation needs to be done. With "fgs install" command, you
have 2 choices : install from the internet or from a directory. From the
internet (wget must be installed on your system), run :

$ fgs install chameleon-base:2.0 http://www.maptools.org/dl/fgs/modules

OR if you downloaded the Chameleon module in /tmp (for example), run :

$ fgs install chameleon-base /tmp

(the installer is able to probe the module's version in this case)
