[FGS] Which data-format is the best?

Hi Thomas, I suggest you post a question to the main MapServer list, with a 
subject line like "Germany data" - that's sure to get a few reads.  Or else 
get in touch with some folks in the Mapbender.org mailing list.  They are 
located in Germany and might have some good ideas for you.
