[FGS] MapServer 5.0 msx needs to be compiled with SDE

I noticed that 8 msautotest in misc are skipped because MapServer on 
http://download.osgeo.org/mapserver/fgs-msx/  doesn't have the support 
for SDE.  Is it possible for you to add this switch in fgs_build.
