[FGS] python base.required

Folks,

Can anyone comment on why the pkg_def/python/base.required includes all
these packages:

jpeg-lib:
tiff-lib:
postgresql-lib:
proj-lib:
libgeotiff-lib:
netcdf-lib:
openssl-lib:
xerces_c-base:
unixODBC-base:

I can't imagine that jpeg, tiff, proj, libgeotiff, and netcdf are really
required, and based on emperical evidence the postgresql isn't strictly
required.
