[FGS] GRASS Package

Folks,

With an eye towards broadening the FGS suite to more OSGeo packages I
have prepared a preliminary GRASS package. I took quite a few short
cuts though, disabling tcl, x, and other "hard" dependencies.

At some point I'll try and work with the GRASS community to improve the
package.

I'd also like to take a crack at QGIS and OSSIM at some point.  Both depend
on Qt so once we have Qt, they will hopefully follow somewhat easily.
