[FGS] fgs new release 12.2008: upgraded version

I want to prepare a new fgs release with upgraded packages version.  If 
you all agree, I want to borrow the Ubuntu version naming convention 
which means that this new fgs release version will be named 9.1 (January 
2009).  Comments are welcome.
