[FGS] FGS 1.0.0 packages for MapTools site

All,

It has been almost two years since there was no update of fgs packages 
on the maptools.org Web site 
(http://dl.maptools.org/dl/fgs/modules/current/).  It is time to remedy 
to this situation.   Our goal is to come up with a fgs 1.0 release with 
all the necessary packages to run MapServer 5.0.0 and up.

The plan is to use a virtual machine on which a minimal Debian 4.0 
(Etch) is installed and build all fgs packages on it.  This will provide 
a unique environment for other developers to download and create new fgs 
packages.  We will ensure then that all packages will be portable on a 
wide variety of environments.
