[FWTools] FWTools 0.9.9 Beta for Win32

Folks,

I have prepared a "beta" for a new FWTools 0.9.9 release on win32.  
I would encourage anyone interested to give it a spin.  The main addition
since 0.9.8 is HDF5 support but of course there have been a large number
of bugs fixed, and features added in GDAL since 0.9.8.
