Ingimar, 

I'm not too sure about the coordinate system, but I think your 
core problem is that you transcribed the "maximum y" value wrong.
7670799 was copied as 767079.  So the ymax is less than ymin
which is illegal (hence the error). 

PS. general questions about mapserver like this are likely to get a
larger audience and better response on mapserver-users.  This list
is mainly intended to address issues specific to the FWTools package.
