That question would be better asked on the gdal-dev list.  The
answer is that there are no .net bindings in FWTools, but there
is preliminary support for SWIG generated c# wrappers for GDAL
and OGR.  There are quite a few holes in these wrappers, and
they aren't really "supported" at this time.   There are also folks who
have written their own C# dllimport style wrappers for parts of the
GDAL and OGR C API themselves.
