[FWTools] GEOS contains fails after multiple iterations on windows

Bryan,

The "ogr_geos.py" test script passes with FWTools on Windows.  So to
some degree GEOS is working on Windows.  However, I think I am using
a CVS snapshot from a while ago, so it isn't necessarily a particularly
stable version of GEOS.
