[FWTools] Combo box

What is the best (easiest, fastest) way to code a combo box that is the
source of layers to be added to the map?  I need to outsource the
implementation of a mapserver site, and the developer is complaining that
there's too much information to read.  So I thought I'd try to help him out
by canvassing informed opinion on the best approach to take.
