[FWTools] FWTools 1.4.2 Released

Folks,

Yesterday I prepared and posted FWTools 1.4.2 binaries.  The version
number is coming to look a lot like a GDAL version, but that is unintentional.
This is a snapshot from development head for GDAL, MapServer, libtiff, etc.

This version includes important fixes in libtiff for update-in-place.

It also includes a fix on linux where mapserver (and libgd) were
unnecessariliy dependent on libX11.

It also includes Matt's suggested changes with regard to openev.bat on
windows.
