[FWTools] FWTools 1.3.9 released

Folks,

I have uploaded a new FWTools release for windows and Linux.  On linux this
corrects a serious problem with two versions of libtiff getting linked into
MapServer and making use of TIFFs impossible.  On windows I have reenabled
KML write support, but I have not gotten around to building Expat and enabling
KML read support.  Otherwise it is mostly just catching up on new bugs and
features in the development versions.
