Travis,

The driver was implemented this summer Jens Oberender, and there is
some information on the project at:

   http://trac.osgeo.org/gdal/wiki/SoCKMLRead

There are already a number of outstanding bug report on the read support,
including on the fact that there is no user documentation. :-)

I believe Jens (the author) and Mateusz (the mentor) will be at FOSS4G
and are planning to do some work on the driver during our bug squash day.
