[FWTools] FWTools 2.2.9 for Win32

Folks,

I have produced a new FWTools for win32 release at:

   http://home.gdal.org/fwtools/FWTools229.exe

I have recently suffered a virus infection on the system where I generate
FWTools which I think I have cleaned up.  The FWTools229.exe was independently
confirmed to be ok, but I encourage some caution with it.   If anyone sees
reason to believe it is infected with a virus please let me know immediately.
