[FWTools] unable to open datasource

using  ogrinfo trying to view shapefile metadata...the following[long list] of drivers fails.  

do i need to have the shapefile opened ina particular view to get the metadata using the shell.  Does the file need to be open in uDIG view, qGIS view or FWTools view?

What about the accompanying files(shx or dbf)?  Should they be opened along with the .shp file?

What is wrong

FWTOOLS 2.4.2, 2.3.0, WindowsXP
