Sorry, I meant to suggest this instead:

ogr2ogr -f CSV -lco GEOMETRY=AS_WKT output_wkt input_line.shp

 

WKT will work better for lines. You can then post-process the WKT to
become a CSV of the type you want.

ogr2ogr -f CSV -lco GEOMETRY=AS_XY output_csv input_line.shp
