[FWTools] gdal2tiles: No module named osgeo

On a fresh install of FWTools 2.4.7 on WinXP, if I run the FWTools
Shell and try and run
the gdal2tiles.bat file I get:

C:\dev\FWTools2.4.7>gdal2tiles file.tif
Traceback (most recent call last):
  File "C:\dev\FWTOOL~1.7\bin\gdal2tiles.py", line 38, in ?
    from osgeo import gdal
ImportError: No module named osgeo
C:\dev\FWTools2.4.7>

I've tried installing the OSGeo4W tools, but it's having issues
finding all the python modules we well.

What's the setup for running gdal2tiles?
