[Geotiff] undefined/unsupported Geotiff keys

Chris,

The common practice is to write out PCS codes from modern EPSG database
releases even if there is no predefined values corresponding in the
.inc files distributed with libgeotiff.

Writing out the actual definition is also a reasonable approach.
