[Geotiff] Lambert projection meta file

Hello Geotiff List!

I am new to geotiff and I have an image from 
china with the following data:
projection = lambert 
Origin degrees Lat = 37
Origin degrees Lon = 103
Standard Parallels Lower Lat = 20
Standard Parallels Upper Lat = 40
Center Lat = 37
Center Lon = 103
Center Location = 1
Cencer Aspect Ratio = 1
East-West Distance = 6500
Output image Size W = 720
Output image Size H = 576

I guess that the coordinates are Lambert
conformal conic (2SP) as it has two standard
parallels.

Do you have any idea what projection it might
be ? Is it lambert_belge_50/72 or there
is not enough data here ?
Another question is if I can derive the
pixel translation and scaling (tiepoints)

Any help or example meta file for geotifcp
will be great :)
