[Geotiff] GeoTIFF Web/Download Mirror

Folks,

We have been having intermittent problems with the GeoTIFF web site and
download tree so I have setup a mirror at maptools.org.  I have also moved
the CVS tree to maptools, though I doubt that interests many people.
