[Geotiff] Re: libgeotiff 1.2.3 Released

Yea! Thanks for the new release. This is a good thing. 
So I am trying to compile this but I am getting a "Cannot open include file:
'tiffio.h'"  
Had some other include errors.. But it helps if I read the readme files for
VC.

I have not run this build ever, and jumped into it without reading much.. So
it might be obvious as I read through the docs. Maybe I need to rename a
file or it's missing.
